1 cup (240 ml) cold water
4 cups (960 ml) whole milk or half-and-half
2 ounces (56 grams) good quality bittersweet or semi-sweet chocolate, finely chopped

1. Combine the sugar, cocoa powder, and salt in a medium saucepan.
